使不虔敬的人不得作王， 免得有人牢笼百姓。
shǐ bù qián jìng de rén bù dé zuò wáng ， miǎn de yǒu rén láo lóng bǎi xìng 。
that the godless man may not reign, that there be no one to ensnare the people.
