义人增多，民就喜乐； 恶人掌权，民就叹息。
yì rén zēng duō ， mín jiù xǐ lè ； è rén zhǎng quán ， mín jiù tàn xī 。
When the righteous thrive, the people rejoice; but when the wicked rule, the people groan.
