不先商议，所谋无效； 谋士众多，所谋乃成。
bù xiān shāng yì ， suǒ móu wú xiào ； móu shì zhòng duō ， suǒ móu nǎi chéng 。
Where there is no counsel, plans fail; but in a multitude of counselors they are established.
