城是廣大，其中的民卻稀少，房屋還沒有建造。
chéng shì guǎng dà ， qí zhōng de mín què xī shǎo ， fáng wū hái méi yǒu jiàn zào 。
Now the city was wide and large; but the people were few therein, and the houses were not built.
